Noob question: how do you set up the 4G system memory to be used for 3D graphics (I am referring to your WEI in the other thread)

In answer to your question, I have no idea, the 'system' set that up, maybe one of the graphics gurus can answer that for both of us, I imagine it's only available as needed.
I have a brand new/clean install of Vista that I'm in right now as I'm making sure every other OS on this machine is still OK after the install on the SSD and it lists the 'available' graphics memory as the same thing.
Vista 64-bit Ultimate on a 500GB Caviar Black, on this same machine.
Here's a "back-up" system I just finished building. It's pretty nice. I am glad to add her to my little home network.

That system memory (RAM) is shared between the CPU and GPU. This shared memory should be enabled by default in Windows. If it is not check your ATI/Nvidia control panel and/or BIOS for a setting.
Systems with integrated graphics have no dedicated memory for the GPU (unless you have sideport), so it uses the RAM. Discrete graphics cards with dedicated memory (GDDR3/4/5) still share RAM in case the dedicated memory for textures, frame buffer, etc. is too small. In many cases it will not use the shared pool of memory until the dedicated memory is used up.
Having a GPU use system memory will be a lot slower than using dedicated memory.
