Have you considered AMD? You will get similar (or identical) results for cheaper.

Not really. When comparing AMD CPUs to Intels based on actual performance (not number of cores), the Intels don't cost much, if any, more than the AMDs. About the only thing I can say in favor of AMDs are they run cooler (but, then again, that's because they are lower performance).

Yes, compared to an Intel with the same performance specs (again, not the same number cores; AMD CPUs usually need more cores than Intels to get the same performance).

I was under the impression AMD's across the board were hotter by nature than Intel chips. More power efficient, lower TDP, less heat output, etc.

The older AMDs did run hotter but the current ones have been cooler for some time. They are also wimpier.

Where a budget is forcing a choice then the savings of a AMD CPU to add the difference back a faster GPU would make perfect sense!

His budget obviously allows for GTX 980 because it's alot cheaper than it's predecessor

Really? I paid $540 for my 780 Classified the pre order price of the 980 Classified is $700

If one can afford a 780 or 980 I'm thinking the price difference between a AMD and Intel cpu shouldn't be a problem.
I also recommend the AX series power supplies. A modular power supply is a must to me.
Once one uses one they will never go back to the old style of all those unused cables hanging all over the place.

Now one has to decide whether they going to over clock or not.

Because if one decides they are going to over clock it's a new ball game.
Cases, power supplies, case fans, cpu and gpu cooling have to be reconsidered for the job at hand.

I like to start off with knowing what exactly the computer is going to be use for and a good idea of how much money one is willing to spend.

Knowing those things I'm sure are fellow members can come up with some great build ideas.
