Yea I believe they are using a version of Stop Loss the military used for losing troops,
UPS's version is to stop repeated trips to redeliver if nobody is home so they just drop and run instead of putting a redeliver notice on the door.
They will never admit to it though and blame the company you bought it from as the reason they drop it,
UPS looses on redelivery attempts not the retailer
Customer looses if package is stolen or dropped at the wrong door step.
