You can boot and run Ubuntu from thumb drive or DVD. It will not modify your Windows files. It is free and it will help you determine if your hardware is OK or not. If it boots and runs, then I suspect your problems are with Windows.

As you know, LGA 1155 socket CPU’s have not been in production for quite some time. Computer stores will either try to clear them out at a discount price or charge a premium because they know the only other option is to purchase a newer socket CPU and motherboard. You are going to have to do some leg work to find the cheapest. But will say the Pentiums, Celerons and I3’s were the cheapest during their day.
Since you are on a limited budget, why dont you think about buying a used CPU, let's say from eBay from an experienced seller who offers money-back option ? It will save you money
