Doublecheck all your wiring connections. Usually, there are two power cables that need connected to the motherboard, the 24 pin power and also either a 4 pin or 8 pin for CPU.

Many motherboards have lights and/or a two character display for the BIOS. If yours has this check for any error codes.

Do you have any diagnostic/BIOS status indicators on your motherboard?
With the light and fan running it says its powering on.

What is the motherboard model? If you are using a separate video card, reseat the card with the PC powered off (unplug then plug back in).

Are you using the internal video or a separate video card?

Also, a BIOS (CMOS) reset may be needed since this was used and may have some custom settings. I see a jumper on the motherboard for this.

The manual shows the jumper and how to clear/reset.

I would suspect its down to 3 possibilities.
    1. The ATX 12V connection or no 12V from the power supply
    2. CPU
    3. Motherboard
