Oh dear, that is awkward for Americans. Are you sure? Is there legislation granting exceptions for software?...
That's per M$. Yes, some people have been able to sweet talk M$ into reactivation an OEM by claiming the new installation is a new MOBO in the same machine but there are no guarantees.

One can buy two OEM copies for much less than a single Retail.
Yes, that is a good idea if you want to have it on two machines at the same time.
Actually, I was referring to buying two so, if one wants to replace a machine with another one sometime between now and 2020, one could use the "spare" OEM. All sales for Win 7 from M$ will end next month, leaving only existing stock remaining, so, if one doesn't have any extra licenses knocking about, now is the time to get them. I bought extra retail licenses (one Ultimate and one Home Premium although I still don't know why I bought the Home Premium) while they were still available on the odd chance I (or someone I know) might ever need one before Win 7's EOL.

Maybe US is different from Europe, then.

Court of Justice of the European Union.

Where the copyright holder makes available to his customer a copy – tangible or intangible
– and at the same time concludes, in return for payment of a fee, a licence agreement
granting the customer the right to use that copy for an unlimited period, that rightholder
sells the copy to the customer and thus exhausts his exclusive distribution right. Such a
transaction involves a transfer of the right of ownership of the copy. Therefore, even if the licence agreement prohibits a further transfer, the rightholder can no longer oppose the resale of that copy.
Nothing odd about that. It has always been that way. That is why buying is different from renting.

Bit of a coincidence these subscription/rental schemes are popping up now.

If only it was that cheap here in Korea, for some odd reason Samsung products are 50% more expensive even though Samsung is a Korean company! It is over the equivalent of $200 here. At least there is no sales tax here. I should have bought a SSD in the US and install it there as it is the exact same thing, but I guess Korea does have better repair service, but it is also more expensive to fix it anyway. USA has a higher GDP too, and even a higher average wage (rhyme not intended) but I guess they want to raise prices here since Koreans like using things from Korean companies.

Please excuse me, I need to go cool my self down with a cup of water.
Edit: And I will try not to rant more in the future about how things are more expensive here.

Don't feel bad. It is not only Korea where electronic devices are more expensive. Here in Europe you also need to pay 30 to 50% more than in the US regular prices and there are rarely any sales.

Samsung is a Korean company only in the same sense that IBM is US and BMW is German. Major portions of their manufacturing and sales are NOT in those countries.

Local prices for the products are correlated to local issues--taxes, tariffs, regulations, demand, the sensitivity of demand to changes in pricing, currency exchange rates, local competitors, etc.
