I have a Intel Core i7 CPU 720QM 1.60GHZ @ 1.60GHZ but is it possible to overclock it and is there any improvements by overclocking chipset?? I thought 2.50GHZ, is it clever to do this and does it harm my chipset??

All I am going to say is that as a member of the BSOD squad, many BSOD caused by overclocking. I leave my setting on factory spec and have great performance.

If that processor is in a laptop, no, it's a horrible idea to try and overclock it. Laptops get hot already, OCing would probably burn it out. It's never a good idea to try to OC a laptop.
