Windows 7: Service NlaSvc is using too much CPU

I have been experiencing the exact same problem and symptoms only its very sporadic (a few minutes with high CPU use, a few minutes not) and active threads will be anywhere between 16 and 28- there may be 50% CPU usage with 20 threads. I also show no network activity but when I turn off my wireless network adapter, the activity ceases.
