Check your hard disk for any errors:
    Click Start
Type: CMD, from the results, right click CMD
    Click 'Run as Administrator'
At the Command Prompt, type: chkdsk /r /f
When you restart your system, your computer will be scanned for errors and attempts will be made to correct them.
0x81000203 error code... unable to do system restore. No previous restore point created....

Try the above box instructions. From Microsoft direct. If you read the thread it took a couple of days to sort out.
My guess if it doesn't fix it the first time run it again.

Also alternatively you can try this.
SFC /SCANNOW Command - System File Checker

Run up to three times. It will tell you it can't fix and quit at some point. Run it again.
It is fixing things everytime it is run but needs to "restart" itself.

Post back with results or more questions.

    system protection error msg

I had the same problem on both lap tops running win's 7 home. I have created a restore point successfully today...at last. First I restored my windows firewall to default settings. Not that it had anything to do with this issue, but still in case a worm had changed my settings as in the past. Then I enabled back up services, copy of shadow volume and copy of windows. I have noticed prior to the system error msg... my firewall was acting up. I was forced to disabled AVG and enable windows firewall still running AVG virus protection. I also noticed several unidentified networks in my firewall IP list when I was initially running AVG. Their were drastic changes happening to my our pc's again. Due to this ongoing issue now each time I start up windows, I restore windows firewall to default settings as an extra precautionary measure in case the firewall settings were messed with. So far so good.

    Hope this helps.

    T~
