Moving non system folders out of C:

I have a laptop and I partitioned "C" into "C" and "F". Now I want to move the non-system, non Windows OS files to "F". I need to know which of the folders now on "C" I can move. I've attached a screencap. Which of the folders can I move?

I guess I should not move
    Program Files
    Program Files (x86)
    ProgramData
    Temp
    tmp
    Windows
    Windows.old
    winpe_x86

    Link to Screencap:

What are the contents of the winpe folder? I think that would be user created but check and let us know.

Also, theres really no need to retain the windows.old folder unless you plan to restore stuff from it into your new install. If you do, see this tut.

Windows.old folder - Restore into a new installation

Otherwise, just delete the windows.old folder.

I want to keep the System partition tidy by changing the locations of temp folders to d:\temp (the data partition). I did this my modifying the environment variables kept in advanced properties of the system. After doing so, highlight of newly installed programs in StartMenu cannot be reset. I think it might have something to do with permission controls and there may be other implications, but I cannot figure it out how to fix it.
Will anyone give some advice, please? Thanks!
