    That would depend on the game, more then Windows. Your best bet is to look on the web and see what game tweaks are out there for games.

    I personally don't do any "Windows" tweaks so I have no advice there.

Hidden tweaks to improve performance ?

Windows 7 has some tweaks to make the OS more fluid, don't get me wrong, i have a ssd, it runs ok, but i guess the os can be tweaked more, like some regedit tweaks ?
I've got a ten year old netbook, powered by a mobile p3/800 and a paltry 256mb of ram, some of which it has to share with the GPU.
