Any Quad Core CPU @2.9Ghz is pretty good.
Quad core is nice. But if you're on a budget & a basic PC user. I would recommend getting a dual core with higher clock speeds & L2 / L3 cache. :)
Example : 3GHz Dual core 6mb L2 cache & 2.6GHz Quad core 4mb L2 cache. I would definitely choose the dual core over the quad core.

Agreed - if the software you use (other than Windows itself) is written to take advantage of more than one CPU at a time, then a machine with a quad core will (generally) run that software better than a single or dual core. I say generally, because if the software is written poorly or the CPU speeds are vastly different, this may not always be true. There are exceptions to every rule, of course .
