Borders of system tray options disabled

i have windows 7 ultimate x64 and from a week or two, and the border of options like battery meter, network list are disabled.

i am not able to explain very well but you'll get it when you see these pics

If you are using a custom theme - that might be the issue.

Oh yes ! absolutely right !!!
But how can i make it visible in my theme, i have just change the color of tsakbar and wallpapers, i havent tweaked anything else !

You saying that you use standard out-of-the-box Windows 7 Aero theme and you just changed the color?
What about windows borders?

Have you tried to switch between this theme and Windows 7 Basic and back?
