High CPU usage, low fps, high latency.

    What antivirus and firewall are you using?

    All Firewalls and antivirus are disabled when i game, and I use Avast and Avira

    Avast was just causing problems with another member. Try removing and replacing with MSE or similar, and see if the problem persists.

    Can you post a snip of your resource monitor with the main tab open, and expand network, CPU, and RAM?

    What is catching me as odd is that you're using half of your maximum frequency of the CPU at 100% usage... It seems like your CPU might be throttling. Does your computer get hot?

    Some times it does, but lst time it actually overheated and shut down, I can't even remember. I have a cooling pad under it 24/7
