Hello there. There should be some reasons for that.
First check your processes list in Task Manager. Kill unwanted processes.
    Second: Change StartUp Programs.
and third: you can use this tool to get more ram free.

On startup RAM use is heavy. What is in use after the boot process is complete?

No need to worry, Windows 7 will normally use around 1GB-1.6GB when idle. Just add more RAM

What's your pagefile size? There's not a whole lot you can do except increase the pagefile size and pick up some virtual memory. There may be a few processes and options you can do without but removing/disabling them may also drastically slow down your PC. I've got my email handler open and two tabs on IE8 and I'm at 1675Mb. But, I have iMON running too. What you're seeing is pretty normal for Win7.

I think your best bet is to spring for another 2Gb of memory. The stuff is dirt cheap right now. At least it was a couple of weeks ago.

Well, it depends on his configuration and the type of memory he has.
DDR2 is pricey, if he only has 2 slots and they are both used, then he needs to buy 4GB kit instead of just a 2GB kit.
    2x2GB of DDR2 is $90 and 2x2GB of DDR3 is about $40

Take a snip of Task Manager > Processes tab and post it here. Then we can have a look where the big spenders are and whether anything can be done about it. Make sure you click on "Memory" such that the big ticket items are on top.
