Please Help

I have a problem which I never had before, I recently re-installed W7 x64 Ultimate on my PC and everything is working smoothly the only problem is when I turn any of the features/programs off/on from "Programs & Features" and restart the PC the "Configuring Windows Features" loads to about 96% then it says "Configuring Windows Features failed Reverting Changes".

The when I login and go to Program & Features nothing has changed, this happens each and everytime I turn on/off a program/feature no matter which one.

Any ideas/suggestions as to why and what can I do about it?

Suggestions :

1. First .....Do a full virus scan to make sure the computer is clean.

2. Do a system file check to look for corrupt files. It will try to repair them if any found.
SFC /SCANNOW Command - System File Checker

3. Followed by running a disk check to look for bad sectors etc.
Disk Check

If the excellent ideas above don't get it solved, consider a Repair Install
