I must admit that I'm stumped as well.
To me it seems like a serious bug in the operating system. Particularly after reading this > Low Battery Notification does not pop up when battery reaches critical - Microsoft Answers

May be an update release by Microsoft with a fix to this issue can do.

It may be a bug, but I haven't seen any hotfixes or updates for this so far.

I've been struggling with the same problem - my computer goes into hibernation without notifying me.
I have played around with the levels of battery, and still no notification!
