Well this control panel is a strange problem.
You can try running these two steps.
First boot safe mode and scan with malwarebytes as locking you out of control panel apps is a viral indication sometimes
Malwarebytes : Malwarebytes Anti-Malware is a free download that removes viruses and malware from your computer

Then-
SFC /SCANNOW Command - System File Checker
If that doesn't help you may want to consider a new thread

Its Neither i Just Remembered i Broke it when i Installed SP1 on the System, I dont know how i just did... I think it was a Registry thing..

still wouldn't hurt to run the sfc command then. It only takes a couple of minutes and it's pretty simple.

Yeah, that's a (very) bad SP install. Hopefully you have the restore point that was created when you installed SP1 to go back to!

Right Im Now SOO Confused....

I Ran a Reboot After the SFC Scan, That Fixed My System Window Problem,

Now However My RAM usage has Lept up to 1.8Gb... What is Going on here?
