Pauses

While I am working ,there are pauses .. the windows stop for a while and then continue.
As if the windows is heavy or is over-loaded. To write this I spent about 15 minutes.

an application or system service is hanging more than likely.
bring up the task manager with cntrl alt del
click the processes tab, and find which application is eating up all the cpu time.

It would be the one eating all the cpu up. (system idle process doesn't count)
CPU should be the third column in the processes tab.

Come back here again with the info on which .exe / dll is eating it all up and we can go from there.
If it's not a vital system item, yeah we'll probably just recommend removal.

Yeah that shouldn't be nearly enough to be choking your entire system.

Let's try booting safe mode and running this.(use the boot with networking option)
SFC /SCANNOW Command - System File Checker

While in safe mode just for good measure install this let it update, and run a full scan.
Malwarebytes : Malwarebytes Anti-Malware PRO removes malware including viruses, spyware, worms and trojans, plus it protects your computer

Reboot and see if it returns to normal.
If the problem persist in safe mode as well , that would be information I need to know.

Two thoughts come to mind:

First, a similar occurrence happened to me when my antivirus somehow started to do tons of system scans after almost every move I made. (It was maddening!) You might check your antivirus settings to make sure you have scans programmed only when you need them. If that doesn't help, uninstalling + reinstalling the antivirus (or even changing to another antivirus app) might fix the problem.

2nd, in regard to a possible problem with one of your programs/apps using inordinately high CPU, this tutorial from Microsoft might give you some guidance:

Several of the higher intensity 3D games sometimes produce sparingly a half second pause with a short amount of time then repeating 3 or 4 times then going back to normal operation. I don't know what is going on but it's more annoying than a serious problem. What could be causing this? Games...

I know it's not only me that has this teeny problem (that has become annoying now). You know, when I play music in a playlist, the song suddenly stops playing for a few secs then goes on towards the end. It only happens when there are songs to succeed (e.g. on a playlist, the library) but when I...
