High CPU Usage Problem

System Model: HP Pavilion Dv7 Notebook PC
Processor: Intel Core i5 @ 2.53 GHz, 2 Cores, 4 Logic Processors
My laptop is about 4 months old, and I began having this problem 2 months ago. My CPU power rises up to 100% and gets stuck there, and the system slows down to a crawl. I can only fix it temporarily by doing System Restore in Safe Mode (stopped working in Normal Mode). At first, the issue occurred rarely, and I was fine with doing System Restore a couple times. But now, it's suddenly happening very frequently, like every two or three days, sometimes twice in one day. I don't play PC games, and I use about 30%-40% of my RAM on average. Typical programs I use are Firefox, Skype, Gimp, and Rainmeter.
It happens when I'm plugged in and using HP Recommended power plan, and when I'm in power saver mode. However, it seems to be triggered more by power saver mode. In fact, I just selected that, and CPU went up to 100% again. But it doesn't usually return back down to normal if I select HP Recommended...and again, it happens when I've always been using that setting too.
I've run full virus scan (Kapersky), and a malware scan, and did little things to optimize computer performance, but nothing has been detected. Is it possible that this is a problem with the Registry or something?
