This was a convienent utility in WinXP for checking and comparing the correctness of original files in an active XP OS with the original files installed.

Do you mean SFC /SCANNOW from the command prompt? There are other commands as well.

Not only is the Systm File Checker present in Win 7, SFC really works and the log information, when things are not fixable, is much more useful.
When I get peculisr behavour on the computer, then one of my tools is SFC.
Take a look at the tutorial, linked by Bru, to familiarize yourself with the new and improved SFC and also how to use and how to extract the wheat from the chaff in a long cbs.log (the output of SFC) file.
