The memory remapping feature is needed for the 64-bit OS not the 32-bit. The 32-bit OS can use a maximum of 4 gb, however that includes memory address space assigned to hardware such as the video card. When the OS reports that 2.9 gb is "usable" it means that it was necessary to set aside 1.1 gb for hardware. There may be an option in the BIOS to change the amount of memory dedicated to the video card. If so you can reduce it, which will increase the amount of reported "usable" memory.
