Do you have a particular problem that you are trying to address by reducing memory use?
If so, any explanation might lead to a more suitable solution than freeing up memory!
Also any system specs you could enter would be helpful. (You may simply be able to add more RAM if necessary)

The Desktop (4 1/2 yrs old)
-intel Celeron processor 420 @ 1.60 GHz
-intel GMA 950
-1 GB DDR2 RAM (512MB x2)
-Windows 7 Home Premium x86
The Netbook (1 1/2 yrs old)
-intel Atom processor N450 @ 1.66 GHz
-intel GMA 3150
-1 GB DDR2 RAM
-Windows 7 Professional x86
Now, the notebook's specifications is higher than the desktop
but i have no problems in the desktop i can multitask without hanging and it's memory usage is much lower than the notebook's, multitasking in the notebook is hanging
i know the question seems nonsense/silly but it looks mystery to me about these two cases

Are you sure the problem with the notebook is actually a RAM issue? Other than slightly different drivers, Windows 7 on both systems would be the same, running-wise. 1GB of RAM is pretty small (bare minimum requirements), but it should still work without hanging or behaving in an erratic fashion assuming you're using them both the same, with the same apps.
Can you perhaps upload screenshots of resource monitor (resmon) on the Memory tab at the time you are seeing the problems on the netbook?
For the given specifications you would better use XP instead of Win 7. XP will work comfortably with 1 GB RAM. The OS is still alive and kicking.
If you want to use Win 7 better upgrade the memory for a minimum of 2 GB each.
I am still using XP on my Dell Vostro with 2 GB RAM.
