Physical Hard Disk Utilization 100 Percent

At First, I thought this issue was because of something inside of windows 8.1. I downgraded back to Windows 7 Ultimate x64 and after using the DBC task manager (windows 8 task manager) on my Windows 7 machine I still saw the same problem. My hard drive utilization is at 100%. I tried increasing my virtual memory paging, turning off windows search and superfetch services, changing power options, applying all pending windows updates, disabling windows update services, scanned for malware/viruses, closed malwarebytes, etc.

I recently caught "userinit logon application" doing some unusual amount of IO Reads/Writes. But this HD 100% utilization occurs even when a different program is at 11mb and userinit logon is not even present

Any idea how to remove userinit.exe from my system32, disable it, or get this hard drive utilization down?

I figured it out.... I disabled virtual memory paging, alternatively you can partition your hard drive and set paging to the partitioned portion of your hard drive
