    Even after I repeatedly asked you for the results of the tests I gave you to run, you continue to ignore them and now ask what to do.

    Since you apparently can't or won't interactively troubleshoot, I would back up my files, boot the installer to delete all partitions, reinstall following these steps to get a perfect Clean Reinstall Windows 7 Factory OEM.

    Did your run Malwarebytes Full Scan yet? If not run it from your new partition OS selecting all partitions/drives.

    Another thing you can do is create a new Admin level User Account to see if Net Framework will install. If not then I would move on to Repair Install or clean reinstall.

    Is this factory OEM which always carries a level of corruption anyway due to bloatware and useless factory utilties? Look over these steps to Clean up factory bloatware or ultimately Clean Reinstall Windows 7 Factory OEM. You can also consider running Factory Recovery from its partition after backing up the Recovery Disks.

    I would love to repair install but the usb I used to install windows 7 isn't showing up as a boot option in the bios... I guess I need to burn the ISO to a dvd and try to boot off the disc.

    Confirm ISO and burn to DVD using ImgBurn at 4x speed, or write to flash stick using Universal USB Installer with WIn7 in dropdown menu. Boot using one-time BIOS Boot Menu key given on first boot screen.

    System File Checker Fails


    Hi,

    Windows System File Checker (SFC) is responsible for scanning and fixing corrupt system file. However, this utility cannot repair everything. Hence, if it fails to fix compromised system files, what should you do then? Here are 5 solutions for you to opt for.

    1. Just ignore it if Windows can work as usual
    2. Reboot PC into System Recovery Options and run SFC at Boot
    3. Run Deployment Imaging and Servicing Management (DISM)
    4. Repair install Windows
    5. Re-install Windows
