windows 7 64bit duel core 1.3 mhz 450gig hd 4gigs ram Super Slow??!

    Alrighty quick windows question.
I have a new labtop with windows 7. Its 1.3mgz duel core 4gigs ram

I just don't get this. I can only run one program at a time (and its slow) in safe mode its super fast so it must be some windows service slowing the computer but I don't know how to figure out which one.

On a side note if im in folder A and I move a small file to folder B even if there all on C DRIVE it takes awhile to move it Now I remember on my old desktop I had 5 years ago moving a file from folder to folder was instant, so im unsure why it acts like im moving super large files.
duel core 1.3mhz toshiba lab top windows 7 4 gigs ram 450gig hd
few months old. I had computer issues had format I have 3 partitions which I don't know why happpned after recovery one is a windows backup I think so I can format again if I need then my hd then the other one im not sure but one is system one is system recovery one is my hd.
    system 1.3gigs
    recovery 15gigs
    hd 430gigs

The issues are this, I know a bit about computers but its been years. I would think new labtop be fast but its not.

I can only open one program at a time two will freeze me or go super slow.
When I even try to move a text file from the folder to the desktop it takes a few min. Every time I move files around takes forever (this bigist anoying thing) I don't get it.

In safe mode my computer is super fast so either avast is killing my machine or its a service but I dunno enough to turn them on and off.

I have my recovery cds but I couldn't figure it out last time had ask friend help me. Its confusing how many options they give you now adays. I want just to be able to download in the backround and install a program and move files at the same time. Its duel core but its slower then my parents 5year old computer.

I run cc cleaner, I run avast, I run anti virus... I don't get my issues

Its soooo slow.... I dunno if I set something up wrong or something but with 4 gigs ram wtf... thoughts? programs i should try? or if fresh install needed how do I not loose everything on computer?

Download Malwarebytes and run it. Let me know if it's any better afterwards.

how i make sure my bios and driver up dated? I auto update all time I run spyware. I have windows security and avast running. I just downloaded spyware but might uninstall. I have run lots of malware programs never seem help.

I just don't get why copying a folder from point a to b (same drive) could take time when im doing nothing else and why safe mode would be so fast I understand if computer slow but .... I mean brand new labtop.

You have to go to Toshiba's support website. I don't recommend you update your bios unless you are sure it will do something. Same with drivers. Post back when you have tried everything, except the updateing of the bios and drivers.

Try to system restore to when the laptop was fast.

i could also suggest running full blown windows 7 may not be your best option. i have noticed a considerable difference when turning off aero effects/ classic taskbar and disabling animations. If you feel so inclined that is :). also checking out what is booting up in msconfig/ccleaner and possibly turning stuff of you dont really need at boot.
