How much memory is installed?
Can you give us a screeshot of the performance tab? That will show us how much memory is installed, how much is cached and what the kernel is consuming.
it's most likely Macafee interfering with utorent. it's not uncommon, they're kind of fighting each other. the only fix that utorrent offers, is to uninstall macafee, and find a different security program. it also happens with avast antivirus, and a few others.
of you could find another torrent client, i think that would be easier. try turning one or the other off, and see if it helps.
1 gig. I know i should get more but I'v never experienced this. Not even with Vista.

Your system is not using exorbitant amounts of memory.
Your highest memory use for a single process is 19mb.
Not bad at all. I have processes doing more than 100mb.
I see nothing wrong in your screenshot, except for the many (unnecessary) processes that are running.
You might uncheck some automatic startups in msconfig, and if you know what you're doing disable some services.
But your main problem is the lack of memory.
1Gb just isn't enough to run Win7 smoothly.
2Gb will do just fine as long as you don't run Photoshop with fifty pictures opened at the same time.
3Gb will run excellent, and give your CPU room to breath.
