A Guy and windude99 got it. Just fixed a computer a week ago where user also wanted to get rid of that splash screen. And I think it was F10 to access BIOS.

Will I lose all the things that I have tweaked/ adjusted?
There are soo many things that I have adjusted on my computer, to get it "just right.."
Do you have performance problems? If so there are other Troubleshooting Steps for Windows 7 including repairing System Files or as a last resort before reinstalling running a Repair Install.
Many tech enthusiasts will clean reinstall to get rid of the residue of all the factory bloatware which is worst on HP's. After getting a perfect clean reinstall and setting it up just like you want, you can save a Win7 backup image so you never have to reinstall again. So it's worth taking the time and care to do it when you're ready as you may not have ever experienced Win7 in it's lean native state.
No, no performance problems. It is quick. (Through stuff I have done to it.)
"lean native state" sounds yummy to me.
I have also done Revo uninstaller, and Reflect, pc decrapifier, big check of system problems, all my AV and Firewall up to date and effective, ccleaned and privacy eraser pro cleaned, no email files kept, no anything kept.
But, If I run this thing (clean reinstall) will I lose all the tweaks and adjustments, ie: Dom storage adjustments, registry adjustments, performance ..etc..etc ?
Will I have to reinstall all my bought programs again?
Do I have to go through hours and hours of updates for Windows?

You'll have to reinstall your Programs.
If you use the latest installer with SP1 available in tutorial then it shouldn't be more than hour of Updates.
You'll have to think. If it's running fine, and the splash screen is the only issue, do you want to change it? But, if you do want to do the clean install, better now then later when you have even more tweaks and programs to deal with. It's quite possible you can't remove that splash screen, or if you did, you might just see the BIOS loading screen instead. A Guy
