pc slowed down and services disabled , cant enable.access denied error

i installed spy-bot to check for some malware and after some days downloaded trial version of cookie cleaner... i used it to delete all cookies , temp internet files etc , and i also deleted spy-bot with it. next time i turned on my laptop, IT STARTED A huge chkdsk and virtually found errors and deleted corrupted files and entries after every ten files, and took 45 minutes
and after that my browser wont work,, they will just keep on loading pages and pages all the time , and windows become very unresponsive, it takes 4 -5 min t load windows and i tried to run back up,, it didn't run,,,, i tried to enable browser from task manager , it says access is denied , so to lot of other programs. help guys please

First, download Malwarebytes, the free version, and run a FULL scan on ALL user accounts.
Then download Microsoft Security Essentials, and also run a full scan.

    Post back with the results.

Okay, see if you can do it this way, on the search bar, type SERVICES
Right click and Run as Administrator.
Find the same service and see if you can fire it from there.

one question comes to mind. Is your Win 7 version legit, activated, and show the genuine marking when you run SLUI.EXE?

MalwareByte is good but the standard version is not an offline malware detector.

Use WDO, Windows Defender Offline. Please use the link in my signature.

If that doesn't solve the problem, then you are looking at reinstall of Win 7 since your problems are beyond a simple use of a system restore point.

Sometimes in these situations, a second Disk Check will resolve it. Run with both boxes checked if this is an HDD, and run with Automatically fix file system errors checked if it is an SSD.

Your 'Cookie Cleaner' cleaned more than cookies, this is the reason any "Cleaner" (with the exception of CCleaner if you use it correctly) are not a good Idea.
We have seen many issues when people use a 'cleaner'.

If Check Disk doesn't help run SFC /SCANNOW : Run in Command Prompt at Boot

If that doesn't work you are looking at a Repair Install or better to do a Clean Install.
