I'm assuming the issue is you are missing "Minimum processor state" and "Maximum processor state".

Were these options there before, and this issue just started (they disappeared)?
Did you make any system changes, add programs, apply updates, etc., just before this issue started?
Do you have a Restore Point and/or Backup Image from before the problem started that you can restore?

Have you tried "Restore plan defaults" and "Change settings that are currently unavailable"?
If you Create a Power Plan, are they there?
If you log in with a different User are they there?
Did you make any BIOS / Hardware changes recently?

Hi, I can't recall doing any changes that would affect the missing setting.

Have you (or will you) try the other ideas/suggestions...

I tried this; Power Plan - Restore Default Settings

I also switched users, alas, it's the same. I have not created a restore point or back up image.

    I'm running out of ideas...
Maybe others will have better suggestions.

    My long shot thoughts:
Try booting in Safe Mode and see if they are there.

    Try a System File Check.
SFC /SCANNOW Command - System File Checker

    Try a Clean Startup:
Troubleshoot Application Conflicts by Performing a Clean Startup

    Try a System Repair:
    Startup Repair
    Hope this helps!

Do you have C1E enabled in your BIOS? If not, or you aren't sure, refer to your manual and check this setting.

It was enabled so I disabled it, no change.
