At startup windows firewall of base filtering enginer uses up 50%cpu

My operating system is Windows 7 Home Premium 32 bit, it was upgraded from vista. my computer model is the HP Pavilion Slimline s3300f
this first happened about a week after I upgraded to 7 from vista. the high cpu usage usually happens at startup and for some reason also makes it so that it takes a long time for my browser to start up also, I've also noticed that this also seems to happen randomly though that is uncommon. Another instance of this happening is when the internet gets disconnected. Usually I wait until the high cpu usage goes away away on its own, usually 20 minutes to an hour but that had become frustrating, so I'm wondering if anyone else has had this problem and what I can do.
heres a screen shot of what I observe as high cpu usage

    Welcome
With those problems, it sounds like you may have actually upgraded than do a clean intall. You can and should do a clean install with an upgrade version CD.

I had trouble locating the original upgrade disk and the high cpu usage continued today for four hours so out of frustration I just disabled windows firewall and installed comodo firewall. That seems to have fixed the issue so if anyone else has this problem this is the only fix I know of.
