Don't be fooled by all the svchost, I got 20 of them running with no problems.

First thing I would do is open up msconfig and uncheck the boxes to what I don't need at startup.You can enter msconfig by holding the windows key and pressing R at the same time.Once in run type msconfig and it should bring up msconfig after you press enter or click ok. Once in msconfig go to the start up tab and you should have a list of what comes at start up.Uncheck the boxes to programs you don't need at start up then do a reboot of the system and you should have less programs starting when windows logs in after the restart. Anyways that's the first thing I would do if i had a cpu throttling to 100% usage.
Did you try the clean boot?
No problem, I think the clean boot method would be a better start myself.
Ccleaner is fine, but it is not going to speed up his computer.
Glary is completely unneeded as are all optimizers.
Better to narrow down what is using up the CPU with what is built into windows...msconfig.
Now l must be going a bit bonkers here?

Since when are CCleaner and Glary 1 click maintenance optimizers? They are nothing of the sort!
CCleaner CAN AND WILL definitely speed up the computer, it is a known fact surely not? If you have a lot of junk files that need to be read through, then CCleaner gets rid of them.
Not to be confused with other Glary Utilities, Glary Utilities 1 click IS NOT an optimizer. Where did you get that idea from?
True, it is not essential, but it sometimes just gets rid of a bit more than CCleaner does, and in one click.
Both programs can "tweak" the registry which again is not really essential as W7 does a pretty good job, but W7 is not the bees knees. Once in a while, a registry check will not go amiss.
Services are possibly and no doubt the problem, but surely getting rid of the junk files first and tidying the computer up would be the easiest thing to do and should be the first on everyone's list of to do's?
We obviously agree to disagree, but at least we both agree on the msconfig file (hoorah).
