    You cant run the clean command from inside windows, you do it from the install disk once you boot off it.

    Boot the WIn7 installation DVD, press Shift + F10 at first screen, in Command Box run Diskpart Clean Command

    Then follow these steps to Clean Reinstall - Factory OEM Windows 7
