Why can't I create a password recovery disk in Windows 7 Home 64

I tried the "create a password reset disk" wizard and although most all tutorials and sources of reference call it a disk, using my DVD/CD drive to create a "disk" is excluded from the options presented. When I edit and enter the drive letter I get the error message: "The disk is not a password recovery disk" I would prefer not to purchase a thumb drive just for this since it costs more and is easy to lose or delete.

Does anybody know what gives? Thanks in advance.

I just ordered a 16GB flash drive from Amazon for $9.95, no shipping.

That or a floppy (can you believe it!!!) seem to be the only choices.
