I have always thought that the difference between a brown noser and a sh*thead was depth perception.

The best tune up and optimization tool for Windows 7 is....*drum roll* Windows 7. You don't need to tweak the OS like you did with XP. Let it handle those chores itself. The built-in clean up utility works well, as does the disk defragger. CCleaner will help with registry junk and temp files, and also includes a start up manager.
