Constant high CPU usage alerts..tried everything..HELP!!!

I bought a new laptop about 4 weeks ago and ever since I've had it I keep getting high CPU alerts. I've been watchng my CPU usage and it's almost always running high, over 40%, sometimes even when Internet Explorer isn't open! I've done lots of research and have tried all the suggestions I can find. Such as, disabling just about everything on my start up, running virus/malware scans, multiple times, and they come up clean every time, looked through my files and made sure nothing odd showed up, from from what I can tell everything there looks fine. I'm out of ideas, and searching the web hasn't helped me at all. Is there anyone out there that can help me solve this problem? It's driving me crazy!!! HELP!!

Have you looked at task manager and/or resource monitor to see what particular processes are using the CPU?

How puny is your CPU--make and model?

Your specs say you have an AMD E-450 hard drive. As far as I know, AMD does not make hard drives.

We need more complete and accurate hardware info.

I don't know how to find that info. I looked up my system properties and it doesn's say anything about a hard drive or cpu. It is the AMD E-450 with Radeon (tm) HD graphics, the model is a HP 2000 Notebook PC.
It's internet explorer that's contantly running at a high CPU.

run the task manager in the processes tab click ( show processes from all users ) then re-arrange the processes list by clicking the title of CPU column to show the highest consuming applications first and check which applications are always consuming your CPU

Check for virus/spyware, update flash and java and see if high cpu usage goes away.

It maybe an issue with power plans. Maybe you're on the power saver plan which greatly reduces CPU performance for more battery life. Try setting your power plan to high performance and let us know if you still get constant high CPU usage.
