Well there is your answer.. if it runs smoothly in safe mode ... then its not a hardware problem...

Intellipoint is the software that is used to define functions for your mouse and keyboard keys..

You could change the sensitivity and precision setting ... this is known to help...

However since you said it works fine in safe mode.. i have an idea.... why don't you uninstall the Mouse and keyboard centre..and intellipoint if its installed (check them under Control Panel > Programs and features...

One thing to note ... some of your keyboard functions like play button or open email button...etc will not work when you remove it.. But let give it a try and see what happens..
Well you see I have been without the Mouse and Keyboard Center since yesterday, and I only used Windows Update to check for any fixes or optional updates to my mouse--it did download the Mouse and Keyboard Center, and while I was hopeful, the download didn't make any difference in movement, just gave me options to customize the four different buttons and wheel precision.

I may remove the Mouse and Keyboard Center anyway just because I may buy a new mousey, but I'm kinda hoping that removing it won't interfere with Windows Update.. so I may actually leave it. I'm really not sure what to do.

No prob ... Its has nothing to do with Windows update... Removing the mouse and keyboard centre will just make your mouse and keyboard act as normal minus the features

Okay I think I'm gonna buy a new mouse and then compare the two, and then leave my findings here---and if I have any problems with the new one, well.. I'll leave those findings here too.

It's been awhile since I've left any updates on my mousey, I know I've probably left many on the edge of their seat XD

Lol, the good news is that I recently bought a new mouse and my mouse movement seems to be back to normal again. Yay!!

Not exactly sure what the main difference between the two mouse were, other than the old one must have just gotten old after awhile, and might have needed replaced.

...still doesn't exactly explain why the old one worked so well in safe mode, but I digress.

it worked in safe mode... because its the basic drivers for mouse thats loaded and not the extra software and features in normal mode.

Was the mouse's of different brand or the same,

If you feel the issue hav been resolved kindly mark this thread as closed and rep those helped

Could it have been the built-in software (Mouse And Keyboard Center) that caused the old mouse to go on the fritz? There might have been a conflict between Windows mouse settings and it. The new mouse is a Logitech and as far as I can tell, no software was installed (except the mouse itself) after plugging in the USB adapter.

I'm using Tapatalk on a smartphone so I'm not able to close thread or give reps at the moment, but I will once I can get around to a computer.

Sorry.. I actually forgot one important detail, the Mouse And Keyboard Center was installed by the help of Windows Update, not by the USB adapter itself. The old mouse had been without the Mouse And Keyboard Center for the longest and had not changed its behavior with or without it, so I really have no idea what caused it to be so erratic. It might have just had a bunch of dust particles that got caught up underneath the lens or something.

Doesn't really matter anymore, the new mouse works great so I'm gonna go ahead and close thread

I had a client with a similar problem, you have not said if this is a laptop or desktop, If it is a laptop the only thing that seemed to work was to shut off the touch pad and solely use the wireless mouse. That seemed to fix it.
If it is a desktop I have no clue
