They are referring to the fact that the highest possible score for cpu on windows 7 is 7.8
Therefore the only way to way to have a base score of 7.9 is photoshop. Or some unmentioned 3rd party utilities.
Although, according to this microsoft site, it looks like they are suggesting it is possible...

There is a way to put any WEI number you like by changing some values in an XML file located here: C:\Windows\Performance\WinSAT\DataStore in the newest one. I'm damned if I can find the line(S) to change, it's very jumbled.
It's not difficult to get the 7.9 on everything other than the CPU. lffoar has a Haswell, so it may be true, but at only 3.6GHz it's still doubtful. MY CPU is overclocked to 4.5GHz.
