Extremely Slow Startup, Programs Not Responding

    Hi, Everyone,
Should be a relatively fast machine takes forever to start-up / load apps. For example, 9:10 from power on to loading Outlook.
I've tried everything I could think of -- CCleaner, Malwarebytes, disk cleanup / optimization, sfc / scannow, pruning down any startup items, power set to max performance, triple-checking all drivers are up to date, etc.
Once the system is "warmed up" and I'm using it constantly, everything is fine -- quick, responsive, etc. If I leave for 10 min or more and come back, even though nothing has been set to power down / go to sleep, programs (already open) don't respond, etc., until the system "warms up" again.
On startup / initial launches, and when coming back to the computer, CPU usage never gets very high (watching the CPU Usage gadget or Task Manager).
My wife's computer, a slightly slower Dell bought at the same time and configured the same way, doesn't have any of these problems. (Mine is a Studio XPS 7100 Phenom II X4 820, 12G)
    Thanks for any thoughts!

Just a shot in the dark, have you tested the PSU.

Thanks, Sir George. Why would the power supply have this effect? (And no, I haven't tested it.)

Brink -- thanks. I'd been through those links. Very helpful and thorough! I just ran the Restart Time script, and it took 158 seconds to completely restart. But the system hadn't begun to load Gadgets yet, or connected to the wireless router -- that took several more minutes.

With the additional information provided, 158 seconds to completely restart, and then the delay for gadgets and the wireless connection, would probably not be related to the PSU. My understanding from your initial post was it took 9:10 (nine minutes and ten seconds) to be in a ready state before you could use the system.
