High CPU when I do anything, searched for months with no solution.

I have no idea why its happening or how to fix the problem I am having. My computer majority of the time sits at or very close to 100% CPU usage to the point of not being able to do anything. I have had this problem for months but lately it has gotten worse. It will run low CPU until I do something, I have read about people saying it will spike then drop back down...well mine doesnt drop back down, just talking on skype uses usually 30-80% which can't be normal since i cant do anything besides talk on skype while its spiking. Another thing is that it will run perfect sometimes, then it will spike randomly and stay there for the rest of the day or few days. I have searched all over the web and I haven't found a single solution to my problem. I have tried everything I can think of Including, Scanning for viruses and malware, Disabling all startup programs in msconfig, power cycling my tower, Reformatting about 3 times, Disabling everything that uses and a significant amount of CPU power. To no avail nothing has been fixed, I'm pretty tech savvy so any questions or requests for information just tell me. Thanks
    My Computer specs are:
    It's Custom Built
    OS: Windows 7 Ultimate x64
    CPU: Intel(R) Pentium(R) D CPU 3.00Ghz (2CPUs)

    Memory: 4096MB RAM
    Graphics Card(s)
    NVIDIA GeForce GTX 550 Ti
    Hard Drives:

Work through these Troubleshooting Steps for Windows 7 to go over it thoroughly, especially drilling down with Process Explorer to find out exactly what's running up CPU.

How close didi you come to getting a perfect install similar to the steps here for Clean Reinstall - Factory OEM Windows 7. Note that drivers are handled differently in Win7 than in XP. You might want to do it over if you used XP methods on a driver-complete OS.

I have done quite a few of those steps on the Troubleshooting guide, one i thought i might bring up for possible relevance is the event viewer. It lagged like hell when I opened it up then i went into the admin viewer and it says i have 12,232 errors and warnings. I'm pretty positive I have my windows installed properly since my last reformat was about 4-5 months ago and my computer has never done this before the last 3 months or so. I have had this computer for probably about 2-3 years, btw.

It tells you how to deal with the repeat errors in the Troubleshooting steps..

I'd run the hardware tests, do SFC and consider a Repair Install.

If you have doubts about your reinstall, then this time I'd wipe the HD first with Diskpart Clean Command to wipe the boot sector, follow the steps in Clean Reinstall - Factory OEM Windows 7 closely to avoid using XPired methods.

My computer is working slower and slower each thing I'm doing, it took about 2-3 minutes to load the reply page. My sound keeps skipping constantly, I just generated a system health report and i have no idea what most of this means, I dont know THIS much about computers but the errors that show up I know about but the resourse overview says this.
    Resource Overview
    --------------------------------------------------
    Component Status Utilization Details
CPU Busy 99 % High CPU load. Investigate Top Processes.
Network Idle 0 % Busiest network adapter is less than 15%. Nic NVIDIA nForce Networking Controller using 223,848 bits and has 100,000,000 bits capacity.
    Disk Idle 30 /sec Disk I/O is less than 100 (read/write) per second on disk 0. Reads 14.8/sec + Writes 15.1/sec
    Memory Normal 60 % 1633 MB Available.
    ---------------------------------------------------
moving on through the list, considering just doing a complete reformat. I have wondered whether it is a hardware issue though considering my processor is pretty old.

Oh, i forgot to mention earlier that it will show 100% when there isnt anything that is using anywhere near 100% CPU usage, for instance ill have skype open and it says 40-50% yet task manager says 100% total CPU usage

Obviously 12k errors is an indication of something seriously wrong and their nature would give us a clue.

I doubt they are that many that are unique. What are the most recent and numerous?

In addition I'd test the HD and RAM now, just to get it out of the way. Then work through the steps.
