Does it really freeze on normal boot? Or does it crash/restart?
Does it always give that memory error on startup repair? If not (so startup repair finishes succesfully): Click on "view diagnostic details" or something like that. It dispalys all the tests it did. Status 0x0 means success (not interested in that). What other codes do you see at what tests?

It's system restore that's crashing on a memory error.

Try system restore from "safe mode". Does that work?
    When did the problems start?

Try a clean boot Troubleshoot Application Conflicts by Performing a Clean Startup

Step 1 to 5 can be done in "safe mode". Don't forget to set it back to normal boot after testing!

Test your HD with maker's HD Diagnostic followed by full Disk Check from Repair command line.

If the hardware is okay and this recurs after reinstall then try wiping the HD first with Diskpart Clean Command which resolves many installation issues.

Then be sure to stick closely with only the tools and methods in Clean Reinstall - Factory OEM Windows 7 to get a baseline perfect reinstall (even for retail Win7).

If you have problems after this work through the Troubleshooting Steps for Windows 7 reporting back as you go as there may be other steps indicated.

If you had any BSOD's then follow the Blue Screen of Death (BSOD) Posting Instructions - Windows 7 Forums.

While it will still boot work through those specific Troubleshooting Steps for Windows 7
done from the OS like culling the logs for repeat errors to resolve, establishing a Clean Boot, utilizing System Resources to check for problems, generating a System Health Report, SFC /scannow, etc.

I'd also install CrystalDiskInfo - Software and http://www.hdsentinel.com/thanks_for...rial_setup.zip to check your HD condition from Windows.

If you lose Win7 boot do the hardware tests and other set of steps I linked earlier.
