Continuous Lagging and Slow Performance Toshiba L745 Win 7 64x bit

Hello guys..i new here..Correct me if im wrong..

i`ve been having a difficulties to find the solutions regarding the problem that i have been facing.
Sometimes everything seems just fine but a minute later the problem come.
even opening microsoft word makes me feels sick..just scrolling down and typing make the program not responding..same with other software and even opening a folder make it not responding and lagging..
all software tends to not responding..and lagging..the performance is not stable and not fully utilize with the my laptop specifications.

even in the safe mode the problem is not vanished.
and clean install wont fix the problems.
update all my drivers with the latest including network..

    i`m using:

    Toshiba L745-psk12
    Intel core i5-2410M @2.30 ghz 2.30GHZ
    4gb ddr3-factory default b4 used 8gb ram
Nvidia geforce GT 525M 1gb with CUDA
    Toshiba MK6465GSXN HDD 5400rpm
    Win 7 64x bit
Qualcomm Atheros AR8151 PCI-E Gigabit Ethernet Controller (NDIS 6.20)
    Atheros AR9002WB-1NG Wireless Network Adapter

There are many method that i`ve been trying..but the problem is still persist.

Here my HijackThis Scan log :

    CONCLUSION
    _________________________________________________________________________________________________________
Your system appears to be having trouble handling real-time audio and other tasks. You are likely to experience buffer underruns appearing as drop outs, clicks or pops. One or more DPC routines that belong to a driver running in your system appear to be executing for too long. At least one detected problem appears to be network related. In case you are using a WLAN adapter, try disabling it to get better results. One problem may be related to power management, disable CPU throttling settings in Control Panel and BIOS setup. Check for BIOS updates.
LatencyMon has been analyzing your system for 0:03:29 (h:mm:ss) on processor 0.

    Reported CPU speed: 2294.0 MHz
Measured CPU speed: 480.0 MHz (approx.)

    _________________________________________________________________________________________________________
MEASURED INTERRUPT TO USER PROCESS LATENCIES
    _________________________________________________________________________________________________________
The interrupt to process latency reflects the measured interval that a usermode process needed to respond to a hardware request from the moment the interrupt service routine started execution. This includes the scheduling and execution of a DPC routine, the signaling of an event and the waking up of a usermode thread from an idle wait state in response to that event.

Highest measured interrupt to process latency (µs): 93986.037701
Average measured interrupt to process latency (µs): 9.621553

Highest measured interrupt to DPC latency (µs): 4531.834621
Average measured interrupt to DPC latency (µs): 3.369771

    _________________________________________________________________________________________________________
MEASURED SMI, IPI AND CPU STALLS
    _________________________________________________________________________________________________________
The SMI, IPI and CPU stalls value represents the highest measured interval that a CPU did not respond while having its maskable interrupts disabled.

Highest measured SMI or CPU stall (µs) 5.800891

     REPORTED HARD PAGEFAULTS
    _________________________________________________________________________________________________________
Hard pagefaults are events that get triggered by making use of virtual memory that is not resident in RAM but backed by a memory mapped file on disk. The process of resolving the hard pagefault requires reading in the memory from disk while the process is interrupted and blocked from execution.

NOTE: some processes were hit by hard pagefaults. If these were programs producing audio, they are likely to interrupt the audio stream resulting in dropouts, clicks and pops. Check the Processes tab to see which programs were hit.

Process with highest pagefault count: msmpeng.exe

Hi Booyen and welcome to Seven Forums.

Has this issue always been around or just recently?

You said you did a clean install, so you formatted the hard drive? If not try a de-frag on the disk.

I would also recommend doing a chkdsk on the drive: Disk Check

I would also run the sfc /scannow command: SFC /SCANNOW Command - System File Checker

this issue has been around for a long time and for the past couple months it became worst..and i`m doing all possible method to overcome it..but no luck at all..
yes i means formatted the HDD.
are these kind of madness also related to hardware issue.?..since in safe mode and after clean install the problem still exists..

or i need to buy new HDD?....

There could be a few different things to try.

I would start with your memory first of all.

Try doing a memory test RAM - Test with Memtest86+
