It won't be relevant any more - Windows 10 will have replaced the file anyhow.
If you revert back to Windows 7, then yes, the file will still need fixing

I have a nasty feeling that we'll end up being able to fix all but one of these files - or the problem may be worse than I think, and none are fixable.
To have some idea, I really need the full set of data from this...
Please follow the Windows Update Posting Instructions
    and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post the C:\Windows\windowsudpate.log file

I can see that you ran the CheckSUR/SURT tool - please post the C:\Windows\Logs\CBS\CheckSUR.log file

Hmmm - that doesn't appear to have completed properly - the Summary is missing from the end.

If that's the case, it would tend to indicate massive corruption of the COMPONENTS store.
I need to have a look at your COMPONENTS registry hive

Please copy the C:\Windows\System32\config\COMPONENTS file (no extension) to your desktop and then compress it - upload the compressed file to your favoured fileshare site (preferably Dropbox or OneDrive) and post a link.
