Computer slows significantly several minutes after windows login

Please help me. My laptop slows down significantly several minutes after login.

What I did is I clicked the windows orb. It would load but only after about 1 minute. I've tried booting in SafeMode and the problem doesn't seem to appear. I already did the msconfig thing but no avail. This has been happening for around 2 weeks already. This computer is already being used for more than one year. I already performed reformat + system restore to the point that my laptop has almost nothing in it.

Like what happened just a while ago. It took almost 10 minutes for my laptop to completely shutdown when it is normally around 1 minute.

Have you tried running a sfc/scannow to find and possibly repair any corrupted system files? Heres a link to a tutorial on how to do that.

SFC /SCANNOW Command - System File Checker

Finished doing SFC and it says that "Windows Resource Protection did not find any integrity violations." But it's still the same.

I already reformatted my laptop. I was using it smoothly until I restarted the computer after installing the Elan Touchpad Driver. I am not sure if that's really the problem. I've tried uninstalling it and the problem occurred again. Would this mean hardware defect?

I made several restarts already before installing the said driver. I am also using Visual C# 2010 Express before restarting the computer.
