    Presentation font cache is using the whole 1 out 8 logical threads of your CPU, leading to full load on 1 core of your CPU. This makes Turbo Boost stay on all the time. I found a similar thread on Microsoft community and you can try their solution there and see if the CPU usage drops to 0% - 1 % when idle: PresentationFontCache.exe uses 50%+ of my CPU - Microsoft Community
    If the solution from that thread works, your Intel Turbo Boost should not be active when idle anymore.
