dw20.exe error when opening IE

Hi, when I open IE i get an IE Security tab open up stating " a website wants open web content using this program on your computer" , the program name is dw20.exe. regardless of whether i allow or dont allow it to run i get an error message stating "application has generated an exception that could not be handled
process ID=0x9f0(2544), Thread id=0x1318(4888)
click ok to terminate the application
click cancel to Debug the application"
On pressing either ok or cancel interner explorer closes after unsuccessfully trying to find a solution to the problem.

Ive started my computer up in Safe mode and have no issues opening IE when doing so, also I can open Google Chrome with no issues.
Other than reading that dw20.exe is for error reporting to MS ive been unable to find a solution to the issue. Ive scanned my computer on all has come back clean.
can anyone advise me of what the fault is and how to rectify

many thanks

Start IE with No Add-ons.: Start / Programs / Accessories / System Tools / IE (No Add-ons)

If that runs okay then while running without Add-ons, disable all of them via Tools / Manage Add-ons. Restart IE and make sure it's okay. If yes, start enabling the Add-ons you absolutely cannot live without (there are none I know of) one at a time until you find the one causing the problem. Remove it.

Installers have worked previously, it's only recently it's stopped working....
