***SOLUTION*** I came across this thread after hours of research nothing has worked. Tried modifying group policy to enable NoBackOff, tried rebuilding, installing new versions of Outlook etc.

I accidentally stumbled upon a solution while screwing around. I went into Indexing Options in the Control Panel, and disabled .PDF and .PDFXML from being indexed, and selected the first option bubble. Rebuilt the cache, and it went from like 1 item every 5minutes to 3k immediately, now 10minutes later I have 35k items indexed and still going.

Hope this helps someone else. What a PITA. It looks like the 2nd option bubble enables the indexing service to actually Index the ENTIRE contents of the PDFs as well. No wonder it was taking forever!

Note: setting the SearchIndexer.exe priority to High also helps at this stage. Noticed another performance bump doing this. 42k items now
