It seems that the Group Policy Editor is not available for my version of 7 i.e. Home Premium

In that case if you like, you could download and merge the .reg file below to remove all policy settings in the registry for Windows Error Reporting, then restart to apply and see if that helps.

Was system restore an available option for the shutdown issue?

OK. I've merged the reg file you have given in your last post. Everything is still greyed out but the "Automatically Check for Solutions" whereas before it was on "Never Check"....I hope it stays this way after rebooting as well unlike last time!!
But why are the buttons greyed out still....I'm Admin

As for the computer not shutting down. I've narrowed it down to Daemon Tools Lite. After an update of this program it seems to have started. Rolling back to a previous restore point didn't help.
In the morning, I'm going to delete DTLite and see if that helps.....I have also now noticed that on booting up, the computer tries to install a software driver but fails. Again I will investigate this further tomorrow.

Well, that's a first step in the right direction. It appears something else is enforcing a policy, but at least it's set properly.

I hope it turns out to be DTLite causing the shutdown issue.

    Update

OK Latest update. As I said in my last post, this morning I uninstalled DTLite and rebooted the computer 3 times. Each time the computer shut down properly.

However, it does appear that you are right Brink, something is enforcing the policy to grey out the options. It is back to square 1 after the first boot since I merged your reg file!!
Here are the entries from the Registry
Here is what I found in BOLD:
NB This first below is no longer exists in the registry; the 2nd has a new entry added!!
    [HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Windows Error Reporting]

    [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Windows Error Reporting]
    "Disabled"=-
    (default) Reg-sz (Value not set)
    Disabled Reg_Dword
    0x00000001 (1)
    DontShowUI Reg-Dword 0x00000001 (1)

One other thing now.....Always something new everyday!!!

I'm now getting a message that windows is trying to Install a Device Driver Software each time I boot but the installation is unsuccessful with this message No Driver Found
In Device Manager Under OTHER DEVICES (with a Question Mark) there is a new entry "UNKNOWN DEVICE" with Yellow Exclamation Mark

    How lovely.....
    Thanks once again......
