Prefetch does not effect web pages. It helps speed up the launch of applications as well as the booting of the computer. Prefetch creates small index files a certain executable is going to need and in what order so Windows will preload those into memory before the application calls for them.
Clearing out Prefetch destroys that history and the work it as gone into optimizing your HDD. Just leave Prefetch alone. Windows is smart enough to handle it on its own.
