I don't understand... I thought NCQ was a superior technology that was supposed to increase performance?

Other details: Motherboard is an ASUS m3a79-t deluxe with a mirrored drive and the maximum 4gb of readyboost (although it did not appear to make a difference). Memory is only running at 800, processor at 3.0, factory OCed 3870, but can't support latest ati drivers due to a 4gb physical memory limit bug.

Um. No. He's probably not lying. Remember that, by default, your Intel platforms implement and enable thermal throttling. I'd venture a guess that he's got the clock set way to high with insufficient cooling and maybe even has the vCore jacked-up to make things worse. I'll be he's cooking his cores and the BIOS is cutting their clocks to keep them from creating smoke signals
It's I2aMpAnT, there's clearly no 1 in there...
I have my E8400 Overclocked to 3.6GHz, that's why I get the higher score. That other guy had his apparently clocked to 4.3GHz and his scored a 6.3 I believe. That's why I don't believe how a much higher clock can give a much lower score on the same processor.
